Default Harmonic dampener rebuildable?

Is an original harmonic dampener rebuildable? I have one that the inner machined piece that contacts the seal has cracked and someone attempted to weld it back to the flange. There's no way I trust this, and wonder if anyone has attempted to press the inner piece out, and press a new one in? Is the rubber material that separates the inner piece from the outer available?
