Is there a spring somewhere in your assembly? I also am having a similar problem and trying to figure out what parts are missing. My horn does not work and both turn signals do not shutoff. My 67 GTO came with a standard steering wheel and someone put on a deluxe the horn wires from the spokes are cut off. Also I am wondering if I added the spring to my assembly it would shut off the blinkers.
