Default Wiper Motor

I am working on a 1967 GTO. The wipers did not work when I got the car. I checked the switch out and found that it did not ohm out when pushing the washer pump on. I bench tested the motor and it was also bad. I purchased a new motor and switch from Ames. After a little testing everything worked except the motor seemed real week in second speed and they did not park correctly. I sent the motor back and got a replacement. It now works better in second speed but it still does not park correctly. When you turn the wipers off they park close to the bottom. But, when you turn them back on they go down about 1-2" before going up. I have tried adjusting them numerous times but cannot find a happy spot due to them going down after they are supposed to be parked. Ames tech line and the motor manufacture are both stumped. Any ideas??
