Default 1965 GTO FIREWALL TAG QUESTION

Not sure if this has been asked before, but I was looking at my firewall tag yesterday and noticed a 3 digit number above the factory code. According to my restoration book, the picture of the firewall tag does not show any 3 digit code above the factory code. I have a 522 code above the BAL###### code. Any idea what this 522 code is. Pic of my firewall tag below.

Also have another question. There is a partial vin number in the trunk gutter on the passenger side or does this represent another number? If it is a partial vin, why does it not match my vin on the vin tag. May car was made in Baltimore and the number in my trunk gutter shows a "Z" for Fremont.
