TH400 late shifting to 3rd

I have a th400 that is late shifting to 3rd gear under normal driving conditions. The 1st to 2nd shift is perfectly normal. Driving around town at 30 mph it will just stay in 2nd. If I wind it up to about 40 mph, it will finally shift to 3rd. The vacuum lines on the modulator line are in good shape. To my knowledge, the transmission has never been rebuilt. Does anyone know what might be causing this 3rd gear shifting issue? Thanks
