Default Gas door adjustment

My gas door closes a little too far in, and also needs to be raised 1/4 inch. Anyone have advice on how to do that? Looks like a couple baby leaf springs for hinges. Bending them somehow?

You can also see in the pics that the bottom of the door rubs the bumper when opened and has chipped body paint.
