I bought a set of NOS ones for my 1966 GTO about 10 years ago. As others have pointed out, it is NOT black. Its not silver either. It might be the charcoal used on rally 2 wheels. But here is the challenge.-The manufacturer of these wheel covers used some type of mask and applied the paint very thin resulting in an opaque finish with the stainless area below the paint making it look quite different than if you painted it on a different colored surface. When I restored the '67 spinners that Chris shows, I used the charcoal rally 2 paint. It looked too dark, but I was using a spray can. Over time, it lightened up to look more like the NOS one that Chris posted. Whether or not this is the correct color for the 66 cap, I don't know
