Default No headlight 1964 GTO

1964 gto 389 3 speed. Non ac car. I am having issues with electrical maybe somebody can help me with. First is I have non working front headlights. The dimmer switch seems to be stuck on high. The taillights are on and working, I got front and and rear working blinkers and I got brake lights. The front directionals are working as they should. I tried to see if fuses were bad and I still can’t get it to to work. On the fuse block the left hand side of it is every terminal hot when the key is on? The very top fuse was not getting power to it on the left side of the fuse block. Is it possible that this is the problem or should I start at th!start at the headlight switch? I am also not getting dash lights and there was one other short fuse that was not working. The only dash lights I get is the alternator dummy light and the high beam light. Any suggestions as to where to start? Thanks
