Default Dual Snorkel Air Cleaner rebuild

The flappers did not close on the air cleaner so I decided to get it working again. I replaced both vacuum motors with replacements from Ames and got a new Thermostatic switch along with the vacuum line kit at the same time. Everything is installed but I still can't get the flappers to close. I checked the motors with a vacuum pump and they close perfectly. Next I ran a hose from the port on the manifold and the motors close again. So, is it possible that I got a bad switch or am I still doing something wrong with the vacuum line routing?
