A 403 top will fit on a Pontiac base....I know, I'm using one on my car. The scoop top has to be repositioned on the 403 adapter ring, but it'll clear under the skin of the stock hood (just)...I tried it. I'm currently using a Formula hood with the shaker hole cut into it...works perfectly for that application too.
You need to use the 403 clamp (the Pontiac clamps a bit small). The actual difference in diameter between the adapter and the base is only slight and doesn't seem to make any difference to the clamping force when the ring is tightened up.
