Its similar to a sales bank card. Cars were stored all over different lots for use by dealers in a sales zone to restock their inventory. This card looks like it tells the lot man where to find the car. Thsi looks like the initial one used to tell lot man where to find the car for shipment by rail elsewhere. Unusual piece of history seldom found as it would have to survive lot clean up and PDI.
