Ron,
I'm pretty sure I know exactly what the problem is.
It has to do with the round metal piece, with all the notches and bent over tabs, (that the 3 long screws actually screw into), that goes inside the back piece housing. When you slide it in, its about 5 degrees to the left, but then gets rotated clockwise so the top screw hole is straight up. You might not have rotated it before attaching the top piece with the signal switch in it.
You might just need to loosen those 3 screws and rotate both front and back outer housing pieces together as one, then re-tighten the screws. assuming its back far enough so the tabs fall into place.
