What about this Ed,
Since the Rocker Shafts are going to be custom, how about adding additional "Countersunk" fasteners through the rocker shaft's base. You can space the extra fasteners between the current rocker stud holes. Picture adding additional threaded inserts, maybe of a smaller diameter, between the current holes that you would have already upgraded with enlarged threaded inserts.
