GM part # 1234418
Those are the GM grommets part # 1234418. Once the original Hurst vulcanized rubber falls off or gets brittle over time GM used to offer a service part to go in there. There is no drilling or modifications needed to the lever(s) other than to thoroughly scrape off/ clean all of the original rubber.
