Gotta get it out of the water if you want it to get to the junkyard...but yeah, looks like they could maybe wait until the water is down a bit. From looking at the house in the background, looks like the aftermath of a flood?...or maybe they just don't keep a real neat yard. If it was not a flood then I guess they just want to get the car out of the creek.

I'm guessing maybe some sort of accident. Notice the police officer on the right & it looks like the guy on the left has some sort of badge on his shirt as well.

I'll bet there was stories re-told about this event......

That yard is a bit of a mess though, so hard to say.

I think someone posted here that it actually was the aftermath of a flood. Should be withing 5~10 posts of the original pic?
