I would have to say you are correct as you can see in the center where that hole is in the washer ...... guess I will have to go back and look at the T-converter snout again....... not that it matters the car it's going in is a stick anyway I was just curious and this explains it.

the steps in the back of the crank are there but while the engine is at the machine shop he is going to machine it for the bushing

Could it be leftover MFG tooling? Could it be from a mandrel or some factory fixture that was used to carry cranks around or to locate the completed engine during the MFG process? The tool and die shop just threw a random washer on the end of the MFG fixture, and it happens to stick in a crank some summer day in 1969?
