If i do believe so you can not get you ignition switch out without the key that fits it, so buying a new set of keys and tumblers does not help much.I think the ignition switch must be turned into accesory position with the key then a paperclip shoved in the little hole to remove them. sometimes locksmiths have rings of old keys that they might lend you to try and see if one will work or like the txbobcat said remove a lock from one of the doors and go from there.
