I have had the same problem on a few sets also, and sent one back to PUI and they replaced it with a better set all punched correct. They go down an assembly line and a die strikes it and some don't cut all the way on both side. Like mentioned, needle nose will fix it if you son't want to send back. The Parts Place Inc, sells OEM style that don't have that problem also.
