The dealership (Backus) it was bought at was in Savannah,it's now closed. It might have been parked in a leaky barn or the frontend was exposed in a carport. To me it looks like it has a painted top.

The right side of the car looks pretty rough as well. To me, $1000 would be pretty generous.
