In today's market you'd have a hard time getting $4500 for a complete, running, car in better shape than that one.

That's still going to be a slight problem even in Georgia. He mentions in the ad that he never registered it in his name so the chain of ownership has been broken. Easy to 'fix' as long as he knows the name of the guy that it was last registered to and how to get 'hold of that guy to sign it over to the new buyer or to him. If he can't get in touch with the previous owner, he's going to have to do some forging of that person's name on a Bill of Sale...and all of that is IF he actually knows the name of the last registered owner.
