Normally the Chromer is the responsible for getting the bumper straight. Obviously an older company is better in that contours and bend pitch angles are recorded and on file. In Iowa, Sioux Plating has always returned bumpers and other items in good order. They have two levels of plating so decide if you want show chrome or not. This does not effect the repair of the bumper.
