Too far for me to investigate.....
I did call the guy. He said it is a real 242 VIN. Block code is WS and he verified the partial vin on the engine.

Has some rust. Might still be worth a look if anyone is in the Oregon area...

1969 GTO 400 4 Speed this a complete project. Rebuild will start in spring of 2017. SOLD

Yes just talk to him it might be sold . Third owner sending me a bunch of pictures it sounds like original drive train ho car. Real nice guy talked about 20 minutes getting a lot of crazy Craigslist calls but it needs work but sound like if your on the west coast I'd jump all over that one . Has a ton of parts to go with it but like I said it's got some rust and is going to need a complete rebuild but will know more when I get email. Got a buddy out there and will let him know. 4000 is firm but I told him if it's a real HO he is being very fair on price IMO if any one interested I will send you pictures when I get them . I just live to far away and need to finish the one I have . Doug
