There has got to be a tiny bit of negative pressure in the air cleaner base ... assuming the engine is running and pulling air through the snorkel ... in order to move air, there must be a area of higher pressure and an area of lower pressure. Higher pressure is ambient, lower pressure is in the air cleaner base created by the engine pulling air into the carb. Carb suction creates negative pressure in the air cleaner, air cleaner pulls in air through the snorkel.
