Default correct way to install a front license plate holder

want to install my front license plate bracket on my 72. i have seen in some photos of restored cars that the piece of metal that goes towards the valence is bolted to the valance bolt, the only thing is the holes do not line up .Is this correct

I don't have a 72, but it seemed like my 73 TA had the 2 bolts at the top and the brace on the back had a rubber bumper that just rested against the valance bolt?

But it's been quite a few years since I've had it.

that picture is ABSOLUTELY in error;
As mentioned the lower support bracket which touches the valance should have rubber bumpers on it - so the holes have the rubber attached, and the rubber is all that touches the valance...
I will see if I can snap you a picture.

Here is my 73 the plate holder looks the same with the 2 bolts at the top in the flat part of the frt bumper those are the rubber stops for the holder
