I noticed all that too but wrote it off as modifications done over the years. They seller did mention that engine was rebuilt at one time but if the existing engine is proof of that, they left some parts off. A quick check of the VIN on the block and checking the exhaust manifolds would settle that question. And IIRC all 68 V8s had the ported vacuum switch. The automatics didn't have the de-acceleration vacuum valve mounted on the passenger rear intake manifold.
I also noticed the headliner hanging down and the cracked dash, split seat covers. Mine looked like that too after spending Summertimes in the Sacramento Valley. But I'd gladly do interior work as opposed to rust repairs.

67 GTO convertible clone at $45K BIN currently $30K with a reserve in AZ. Haters gonna hate, but this is a beautiful car and rust free.

67 Firebird in Oregon at $42K BIN. Nice car, except for that stupid sticker on the air cleaner. Odd no pics of the driver's side of the car?

69 Firebird in NY at $28K reserve not met. Has the eBay mandatory 69 T/A wing, a second gen T/A steering wheel, but the engine looks pretty stock, and no stickers, so there's that. Has a rebuilt 400 with a RAIV cam, so it runs like crap. The interior doesn't have headrests, which is sort of odd-looking for a 69, because most do have them.

70 242 GTO convertible restomod in BC Canada at an insane $109K BIN US. Has wonky Ram Air stickers on the hood, with a standard air cleaner. I never understood the target audience for poser Ram Air stickers, but these aren't even factory. Not worth anywhere close to the asking IMO. Nice looking car, but there's a lot of other cars I'd rather have than this one for the asking.

77 T/A 4-speed NM not running 77K miles project at $9.5K BIN in Pennsylvania. Claims to have 3% rust... which is odd. What's the difference between some and an assessment of the overall rust total given the weight of the car. This comes out to 106 pounds of rusted area, assuming all the weight was metal, which it's not, so I'm rolling with 25 pounds rusted.

69 3-speed plain Jane Mayfair Maize/blk stick no engine or trans GTO in NY at $1K with a reserve. Rode hard and put up wet, I doubt this car is a positive ROI. Too much rust.

Good eye John !
The 68 two option GTO is same dealer my nicely optioned 67 GTO HO 4spd sold from.
That 68 must have been the type car they used in newspaper ads as a low price attraction.
Radio and Tinted Windshield.

Its going to be a hard sale on that little jewel now though.

That poor GTO has come a long way (but not in a good way)since it sold new in High Point. High Point University has taken over that section of town and the side street where Neil Pontiac was located isn't even called Montlieu Ave anymore
ETA: that was a great area. Neil Pontiac employed WWII hero and NASCAR pioneer Jimmie Lewallen, Bill Blair Jr's shop was about a block away (Swiss Cheese Passionate Poncho) and his Dad, Bill Blair Sr (1948 Daytona 500 winner who drove a black/red Tripower 65 GTO lived less than a mile away.

Crap
I got it backwards.
The 67 sold new at Winston-Salem dealer , Bob Neill
My 65 Blk/Blk 3x2 4spd is the one from High Point , Neill

I don't know if that was a franchise that owned both , or if they were separate entities with same last name , or maybe brothers. idunno

The Winston car - I found it in HighPoint.
The HighPoint car - I found it in Winston

Pretty sure it was the same dude. He later sold the High Point dealership to Vann York. Pretty sure both Bet Winner's car and the 69 CR RAIV Judge owned by the colorful older dude were also sold at the High Point dealership

Here's a good example of an old school hot rod. Some kids back in the later 70's would get a Lemans and start hot rodding it. If you owned this car back then, it was cool. Now, not so much. $500 reserve not met in Texas. Still cool and would make a good base for a GTO clone. Home made ram air is abstract, but sorta fun.

BW's Pattern Judge sold new in Va.
But he bought it from John Akes in High Point on out Eastchester - near the Wendover Ave end.
Bill Sykes IV Auto Judge was found in High Point , but I'm not sure now where it sold new.
My files are trapped on a sick laptop , pretty certain I have invoice on both cars.

Bill passed away a couple/few months ago.
He sold that IV Judge about 15? years ago - then it got sold again on eBay.

It might be a decent price overall.
Not buying his story or the mileage.
When the engine blew it must have blown the interior door panels off also.
Has standard door panels in a deluxe interior.

I'm thinking Spain would have been Kilometers not MPH , they had KM speedos for cars exported to KM countries.
