They told me they have a rod with a sprayer that can get up in the tubes. Mine come apart in 4 pieces so you have good access.
Said that sprayer might have plugged.

I've found it depends on where you live.

I had trouble getting any header to live more than a few years when I lived in ohio. Even the more expensive jet hot coatings would start pitting in a few years in that moist humid climate. Didn't matter they were stored in a garage and driven on nice days. I lost several sets like that while living there.

Moved to Arizona, no more issues so far after 20 years of being here. Coatings hold up great and still look like the day I purchased them. The super dry air and basically non existent humidity plays a huge roll.

These 2" HSC are ceramic coated inside & out by a local company that also does powder coating, same silver color inside as out... they were used when I got them but low run time.

They have been on the car for 12 years now and I dont have any signs of rust blowing out on first start up after winter or when I replaced a collector gasket 4-5 years ago. They even had some dyno time that turned some of the silver a greyish color for a couple inches off the flange close to the head... but luckily still no rust or any signs of flaking/peeling. Fingers crossed they hold up a long time.

Strange to have that drastic of rust problems on headers... iowa is about the same climate or worse for humid summers & bad winters with big temp swings that cause condensation. These coated hookers were used when I got them and had them coated, 12 years no signs of any rust or even pitting or staining ive seen on some.
Also have a set of non ceramic coated hedman D port 28150 on a 78 TA for 16+ years that were only painted with POR-20 header paint on the outside, they were rust free for about 8-10 years then the POR started to peel a little in spots then some rust stains started at the collectors & bottom tubes, now they are about half POR half rust, but its more of a heavy surface rust, no pitting or signs of holes coming through... that car is stored in an outside wood floor shed so more exposed to humidity. Good brand name headers should last a lot longer than a few years in most any area especially when treated as a fair weather classic. But I have heard of and seen problems with the jet hot brand coatings.
