The trunklid bright edge trim was specified on all GTO's and Judges (as well as LeMans's) until quite late in the model year. They were often discarded after rust repairs to the trunklid made the lip too thick for reinstallation. I suspect the deletion memo was issued because they suspected a plant might run out of the moldings before the end of the model run. The didn't want dealers complaining about missing parts. In 40 plus years of boneyarding I have never seen an original paint 69 GTO, Judge or LeMans trunklid without those moldings.
