Default Brake pedal return spring

This should be an easy question for you all. I just want to confirm that a '66 GTO with power brakes should have a brake pedal return spring. The entire time I drove my '66 before restoration, I always had to lift the brake pedal up a little bit to get the brake lights to turn off. It never had a return spring attached to the brake pedal when I drove it back in the day. Now that I'm reassembling everything after restoration, it dawned on me that it probably should!

Here is a diagram of a '64-66 brake pedal assembly for MANUAL brakes that shows a return spring and attachment "extension". However, the diagram I have for '66 power brakes is slightly different and doesn't show a return spring.

Power brakes should still have a return spring, right?
