Maybe the truck driver should have called 911 for assistance on how to operate his truck?

Maybe they were out of gas and someone called the fuel truck for them. "Gee Osifer, I was only looking for a place to pull over and give em some fuel. That last sign said..... Rest Area 20 Km."
