The problem was definitely with the rebuild. I replaced the pump and I had power steering right away. I let the car run for about 10 minutes and kept turning the wheel until the whining went away. It's smooth, easy, and quiet. I haven't taken the old pump apart yet to see where I went wrong, but I will eventually. I'm curious to find out. The only problem is that after I take it apart and look at it, and if I find a problem, I won't know if it'll work unless I swap it out again and put it back in the car.

I am glad you have a working power steering system again, that was the goal. When you take the pump apart again, the first thing to look carefully at is that pump outer ring as I mentioned earlier. Here is how to tell if it's in right side up. When you pop off the large round wire retaining ring from the end plate and remove the sheet metal plate, that will expose the pump ring. The cast-in stylized arrow should be facing up toward that plate and retaining ring. If it is upside down, the arrow will be facing down and away from where you can see it with the cover plate off. I am confident if that ring is upside down and you flip it over and put it back together, it will work. Other than an occasional leak at a seal or a rusted out reservoir, those pumps are very reliable. You will end up with a good spare.

That's one of the things I want to look at. Thanks for all your input, I appreciate your help. A spare is never a bad thing to have on hand.
