Default Simple Horn Question... 66 Bonneville

So my horn doesn't work on my '66. I found the plug for the relay, but no relay, so I bought one. Nope.

Next I figured I'd check the horns directly.

Uh.. Hmmm.. Where are they? Or where should they be? I looked all around the front end. Behind the bumper. Up behind the grill. In the fenders. I'll be damned if I can find them, mounting spots, or wiring. Which is weird because my car is mostly complete and pretty unmolested. (I'm the 3rd owner). Who removes the horns??? Maybe that's why the relay was gone??
