Default 66 Full Size 4 Speed Pedal Help

I have 3 sets of what I'm pretty sure are 1966 full size pedals. 1 of the assemblies has the clutch and brake on the same shaft. Set on left in photo. The other 2 have the brake pedal on a shaft much higher in the bracket. Can anyone shed some light on this difference ? I am converting a 66 2+2 to stick and trying to pull everything together. Thanks

I would need to do more research but as a quick suggestion did power brake cars use a different pedal pivot point than may have been used for manual brake cars. 66 full size probably had a lot more power brakes than manual brakes.

Manual brake pedals pivot on the same shaft. Power brake pedals pivot from 2 different pivot points.
