Headrests were standard equipment and installed on all 1969 Pontiac cars. However, up to dec 31st 1968 factory to dealer invoicing date they were billed as an option at $16.85. On Jan 1st 1969 they instead increased the base price on the car by $17 and no longer listed them on the invoice separately.
The reason for this is federal law mandated front headrests as of Jan 1st 1969 but GM decided to build all 69 model year cars with them as of start of production in September 68. The legal distinction (confirmed by Pontiac bulletins) is that if the buyer of a 69 Pontiac invoiced to the dealer before Jan 1st 69 requested to have the headrests removed the dealer would do so and credit the customer $16.85 (and GM would also credit the dealer). The dealer had to install a kit that blocked the holes the headrests slid into to prevent a finger being trapped in them, and they had to return the headrests to Pontiac. As of Jan 1st 1969 invoicing it was illegal for a dealer to credit and/or remove headrests.

I actually have an NOS headrest removal kit still in the box. I’ll try to remember to post a picture of it next time. I’m at my shop. I don’t recall if it’s the version that has the two rods per side (A, B, G bucket seats) or the flat single bar (F buckets and all bench seat cars).
There was also a midyear change to F car headrests, early version has a straight bar while later ones are angled to tilt headrest forward.

Interesting pic, obviously a mistake, it’s a GTO with accidentally installed 350 rocker molding at the factory. They didn’t have a 400 rocker molding emblem until the 70 model year for 400 equipped LeMans’.
I wonder if they got both sides wrong or just the passenger side.

If you look closely at the pics, the 70 GTO Judge clone is pretty rusty and crusty underneath. Would make for a cheap driver you could just enjoy and not worry about making it a show car

73 Formula Firebird 350 in Florida at $28K. Stretch Armstrong air cleaner gets ya 4 HP, but if you remove the front headlights and put Ram Air tubes feeding each side, it goes up to 5 HP. Flares and spoilers are molded in.
