Hard to tell from the pic, but is the spring on the parking brake cross bar really compressed? If it is, you may need to back down the parking brake cable adjustment a little. Need to wind out the adjuster a little as well, everything looks like it's at a wierd angle, but it might be the pic.

The brake cables aren’t connected to the main cables, just to the shoes.
