mounting panel under st/column

I have a 69 gto. I need someone to tell me how to mount the panel under the steering column. I did not remove it, Have no idea how it mounts. I has 2 studs, but what holds it in? Thanks

How do you remove the plastic seat backs on the buckets? It has the push button in the middle. I know the slid up some how. Mine won't move. Does the lock mech. have to be disconnected ? Thanks...
