Just a guess, try swapping the mounts from one...

Just a guess, try swapping the mounts from one side to the other on the engine, also with the mounts removed see if they will go into position on the frame just by them selves.

Horn Relay is the buzzer.
Relay should have four wires;

Red - Battery
Black - Horns
Green - Horn Switch
Pink - Key switch

The other side of the column key switch goes to the drivers door...

I once had a 65 Tempest with the same light...

I once had a 65 Tempest with the same light issue, I found a broken ground strap that went to the engine to the fire wall, replaced the strap and the light went out.
Maybe check your ground straps...
